I don't think so, the XR4 uses a variation of the Duratech HE engine from the Focus. Different beast altogether.

The transit and fiesta use a different engine but share the same recall

Yeah the Transits use I believe either a 2.2 or 2.4 diesel engine. But as the recall only lists Fiesta and Transit it must only affect them. It doesn't make a lot of sense unless the Accessory belt on the Fez is the same size as the one on the Transit.

My Fez is a Jan 07 build. No letter from FORD. I rang my dealer and didn't know about it.
Said to ring in the morning with VIN number and can confirm recall notice or not.

My Fez not in the recall, its compliance plate is Jan 07 but build date is Nov 06. So, not in the recall. From the look of the belt position, it would be a bugger to change.

My Fiesta is a June 07 build, I rang Ford CRC a few months ago, they had no idea what I was talking about, didn't even know of this recall. I gave my VIN to the consultant who confirmed no recall notices aganst the car. used:
