Default Cars stopped on freeway with X's on them?

Been seeing a lot of cars stopped on the freeway emergency lane in Vic's west with what looks like a blue piece of paper with a white x on the back window or whatever.


What are these things?


Are they testing speed camera locations? Or is it saying cops have checked the car and to tow it? No idea.

Have noticed a few cars just left on streets to be towed away. Cars must be getting disposable now.

It is common practice in Victoria with what appears to be abandoned vehicles for the Police to leave a bit of their Police tape in the vehicle to let people know to stop reporting it as they are aware of the car - I am not sure that is what is going on here
