Can anyone tell me if this is used for any particular purpose? It looks purpose built because of the 'notches' on each side....

Its the cover for the OBII port, if you look up into the top you will see the connector.

I always thought it was for storing coins and things, the notches on each side ( 2 on each) are a perfect size to keep $1 coins, for parking meters, slide one in and a third sticks out for easy retrieval

I just removed it completely because it fouls the OBDII bluetooth dongle, never used it anyway.

Yep, but you can hardly notice it is missing, the hole is under the dash far enough without looking odd.

My Wifes WQ fiesta has a similiar compartment in that area.
She puts coins and other things like hair ties in them |

Because of the seats in the ST, I find that I can't keep my wallet in my back pocket as I have for years. So, I use that compartment to store the wallet in now.
And, If I don't have a suitable pocket to leave the keys in, I also throw them in there too. Craig H
