They measure each side of the road and each lane has a separate set of sensors - you can usually see these in the road - the black strips.

The camera just records an image of the incident so it can track the plates. The sensors in the road are the parts that do all the work, differentiating the lane and vehicle speed, tracking down terrorists and villains and whatnot.
Fixed camera, yes you are correct.
But he was not photographed by a fixed camera.
