Just Google "hire cars brisbane" and go from there to get your answer.

guessing your coming over for a holiday. so ill assume your flying over and maybe landing at brisbane or goldcoast. try to arrive at brisbane, its a bit closer then coolangatta. dont think there will be a problem with car hire, but check out avis and budget websites for more info, also check brisbane airport website, im sure they will have links/contact no's for the car hire places found at the airport.
from the airport turn left onto gateway motorway (this is a toll way $2.50, $1.60 and $1.80 - 3 tolls, im fairly sure these are correct at present) and follow the signs to the ipswich motorway, then follow your signs to toowoomba
hope this helps

there's a heap of places at the Gold Coast that will hire to under 21 drivers. it might be the same in Brisbane. A Google including the age limit will help. I just found some.

The issue for under 21's is insurance. In some cases (maybe all) you need a letter from your insurer saying that they will cover the insurance. In one case I found you also need a $500 deposit or enough to cover insurance excess (your own insurance excess that covers the car). This might be the case for all of them.
