Default Recommendation for high temp paint

Hi all,
I hope you all had a great Xmas & wish you all the best for the New Year.

I'm in the midst of a number of various resto's at the moment. A few of them being ride on mowers and I'm having an issue with heavy surface rust on the muffler/exhaust so I'm trying to locate a high temperature paint for the exhaust manifold & muffler. Prior to now the high temp paint that I've been using is not up to the task just basically falls off when it gets hot & I don't want to go ceramic coating although it would probably be the best option but given that I have a few to do it would be a bit too costly. Surely there is something out there that could handle said task. I'm also still trying to find a way to quieten them down. I know it's a big ask but any recommendations from experience would be greatly appreciated.
