Why is it that alot of pre 80's european and asian cars have their external mirrors down on the front corners of the front guards? What bright spark thought that was a good idea?

Maybe, to a degree, but it also reduces your rearward field of view to the equivelent of looking through a keyhole and the small round mirrors would be worse than the rectangular ones.
