Nope. Road is on a 20 year hand back. Company A builds, runs and maintains the Tollways under contract to the gov and then makes their profit over the next 20 years and hands the road back to the gov. The road is originally bought by the RTA then under contract "given" to or leased if thats a better description by Company A. AFAIK. For all intents and purposes Company A "owns" the road.

Unless company "A" goes broke due to noone using the road due to excessive tolls and BS government forecasts as too road usage, combined with public outcry over the fact the government is closing roads to funnel traffic into the tollway. Not to mention the roads in this state being useless due to state government being completely incompetent and the opposition being only slightly more useless. :
