I am unsure but can say that a Tickford wheel centre cap goes for about $80 new.

From memory, a set of used T3 wheels went for over $1000 last year, I remember seeing it on eBay.

The brakes... not sure at all. I think the T3s got the brakes which were more powerful than the optional Tickford premiums on T2s, so if you can find the price on those, maybe 1.5 x or double it?

Well, they're only worth as much as someone is willing to pay. The wheels should fetch between $1k and $2k depending on condition and tyres, and the brakes maybe $1k? More if they're brembos.

Last set of T3 5 spokes I sold went for $1200 & they were in good condition.
Tickford premium brakes in good condition with the mounting brackets - around $800.
