Default Diesel fuel discounting

Am I somewhat simplistic in wondering why there is no discounting of diesel fuel. From my limited understanding of diesel, it would appear that it is the less refined cousin of petrol, costing less to make and being taxed more and never appears to be discounted. In the immortal words of Professor Julius Sumner Miller "Why is it so?"
