I totally understand there is a mix of both, but even if its 51% to 49% im sure everyone can make a call one way or the other, so far it looks like a strong 60% say its attitude and driving behaviour... This is VERY interesting, especially in light of proposed solutions to the problem both by members here and the authorities.. I'll make my ideas clearer in a few days.
