It’s a pretty common issue. The seller should have used a competent Customs Agent, to ensure that they had the correct paper work. There are special exemptions and classifications for gas filled shock absorbers. In fact, all shock absorbers are “gas filled”.
I ship shock absorbers all around the world every couple of weeks, and tend to use DHL, who know the issues. Never had a problem.
