The indicator has a return cam - it is at the back of the steering wheel. It is common for them to break the small tab that locks into the back side of the wheel boss. You can repair it by drilling a very small hole and fitting a small metal thread - then cut the thread head off, leaving the thread end protruding about 3-5mm.

OR if an aftermarket steering wheel has been fitted then usually they don't have the hole drilled in the back of the boss for the little tab to fit into.

There are separate fuses for low and high beam - the fuse box is on the passenger side firewall in the engine compartment. It is very common for the ends to corrode - old Euro style fuses.

PS I never liked the indicator on the left on my Eskies so I always swap the multi-function stalks side to side - lights and wipers on left, indicator on right.
