I'd probably start at $17499 and be prepared to accept offers around 16K.
I bought a 2003 Zetec with 38Kms 18 months ago for 17K, but it's rego was due the next day, so make that $17,600. New cars are cheap these days and so resale on the 2nd hand market is also suffering. Also, LS Focus can be picked up for less than $20K.
