You can do this in any auction, in person, online, over the phone whatever, at the end of the day its who has the deeper pockets, or overpays that wins the bid

You can start $5 auction with a $10,000 bid if you want and scare everyone off bidding.

I bid on a brand new Mercedes coupe with only 265ks on the clock at Pickles, my max I could go to was $28,000 including fees so while it was at $15,000 I put a bid in at $22,000, 1 guy bid once more and I won it at $23,000, with fees it came in under my max so I was happy.
