Sales are Sales... Sure, profit on Fleet (per vehicle) is probably less than a Private buyer, but when your selling 5/10/20/50 at a time that's not a huge deal. Main thing Ford wont get (from the Police at least) is that im pretty sure they service there own vehicles (they do in Qld at least)

They were using dealerships here in VIC when I was involved in building their vehicles, wasn't uncommon to see police cars at the Ford dealership near work.
