It’s not engaged masonry, and relying on pretty marginal ties. Probably added soon after original construction.

BCA is alright, but it’s poor in tanking for basements - UK code is far superior - and we’re not designing for catastrophic (and frequent!) enough extreme events; bushfires, heat, cyclones/tornadoes.
