Well...if you define the hotels as concentration camps. Only difference is they are dispersed as oppose to centralised.
Was just highlighting the cost differences as someone suggested a "quarantine farm".
You could argue manus and christmas island fall into similar boats, just a different kind of quarantine.

They did do that at the start. I think only for the first plane load.
