So far, it looks like that's the case. Ford's response to the ACCC's proposed recall notice (submitted around September/October 2017) has a little more detail.

On page 4, there's a table of models Ford identified for this second round ("Ford Australia vehicles using Affected Goods") that seems to match the recent list on the Ford site with more information on numbers and build dates. There's also explanations on the Mondeo date ranges on the same page. Section 18.2 explains the 2007-2009 Mondeos: "From July 2009, the airbag in the CD345 Mondeo was replaced with a TRW airbag which does not use an ammonium nitrate inflator". And Section 18.3 the 2015-2017: "From March 2017, the airbag inflator used in the CD391 Mondeo was replaced with an Autoliv inflator which does not use an ammonium nitrate inflator".

So at least for now it looks like the Mondeos that aren't listed should be OK.

It seems most other manufacturers didn't include this information in the public versions of their submissions - I had a look at Subaru, Mazda, Mitsubishi and GMH (404 pages!) and couldn't see anything similar there. If anyone's interested, the link for all received submissions is below.
